Let me remind you that the broadcast for the population of Yakutia was stopped on April 27, they were financed from the local budget. I cite a part of the answer received by the author of the rubric (with a few comments). The main thing that can be understood from it is that broadcasting on HF will not be restored. Quote from the letter: "Thus, the resumption of powerful broadcasting requires decisions and funding at the federal level. Today, development is proceeding within the framework of VHF broadcasting. Due to the moral and physical obsolescence of equipment, which caused frequent breakdowns, pauses in broadcasting, and the inability to update transmitters in connection with the cessation of their production, it was decided to turn them off in Yakutia since May of this year. The released funds were used to increase the volume of Yakut broadcasting in the UHF band. " The letter itself is great, there they told me about the advantages of VHF broadcasting. So I immediately introduced the antenna masts near each yaranga. There have been many publications on this topic, what information, from what sources do they draw from the edge of herders, for example: http://sakhaday.ru/news/pochemuolenevody-v-yakutii-vynuzhdeny-slushat-radio-svoboda/ (08.24.18) . A little later, information appeared on the TASS website: "The Chukotka government developed a project to provide short-wave nomad camps for short-wave broadcasting, the cost of organizing which will be about 14 million rubles annually." The organization of shortwave broadcasting is proposed to provide with the help of a radio center in Yelizovo, Kamchatka Krai. The government of Chukotka intends to apply to the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation with a proposal to co-finance the project (source - URL: http://tass.ru/obschestvo/5431535 (08.24.18)) Vasily Gulyaev, Astrakhan, Russia. (ftp://ftp.radio.ru/pub/2018/10/25.pdf) Republic of Udmurtia ------------------------------- On October 1, 2018, Radio Vanya began broadcasting on wave 93.9 FM in Izhevsk. The largest radio network managed to capture more than 170 cities and towns across the country, including the capital of Udmurtia. A year ago, a competition was held in Moscow for the right to launch a new frequency in the city. The winner was the media company "The Best Solution" from Izhevsk. Radio, first launched in the city with a symbolic name - "Ivanovo" - is a new breath of positive for active drivers who do not like to be sad. The station's playlist will suit listeners who are able to relax with energetic, rhythmic music. The radio station features originals and remixes of dance hits of the 80s and 90s, as well as contemporary music. There is no place for lyrics and slow songs. "Gay music for serious people" is the leading slogan of the new radio station. "Vanya" is a high-quality selection of such popular artists as: "Nancy", Roma Zhukov, Prime Minister, Hands Up, Shark, Boney M, Blue System and others. Radio with a memorable name allows you to plunge into the nostalgia of the "golden hits of discos." One of the undoubted advantages of the station, the drivers say its "resilience". There are no presenters on Radio Vanya. This is a kind of player with your favorite music, like a disc that continuously scrolls through your favorite tracks. Radio Vanya is a popular radio station with a name that is equally popular and recognizable. An interesting fact - today the name Vanya is the most common in the world: these are Juan in Spain, and Hovhannes in Armenia, and Janis in Greece, Jean in France, Jan in Poland, Juhan in Finland and the beautiful name Giovanni in Italy. The new wave 93.9 FM will help to dispel sadness, fill your soul with memories and decorate any party with your hits. We note that Radio Vanya broadcasts in Sarapul at a frequency of 94.2. susanin.news (http://onair.ru/main/enews/view_msg/NMID__70765/) Samarskaya oblast. Media in Russian occupied Crimea From the US mission to the OSCE, regarding media in Crimea: US Mission to OSCE: Authorities in Russian-occupied Crimea continue to target Crimean Tatars and ethnic Ukrainians for reprisal The US Mission to the OSCE stated, "The United States condemns the Russian Federation's aggression in Ukraine and Georgia. Its occupation of parts of their territory are egregious examples of aggressive nationalism. Russia seized Crimea by force, and as it seeks to 'russify' the peninsula, occupation authorities continue to discriminate against and target for reprisal the two largest non-Russian minorities - Crimean Tatars and ethnic Ukrainians. Russian occupation authorities have banned most Ukrainian and Crimean Tatar-language media, replacing the content with Russian programming, and commit gross and widespread harassment of organizations representing minority communities. Ukrainians and Crimean Tatars can no longer gather to celebrate their national holidays and mark historic dates, school instruction in their languages has decreased dramatically, and their leaders have been subjected to arbitrary arrest, interrogation, politically motivated prosecution, and imprisonment. Russia fomented the conflict in eastern Ukraine on the false pretext of protecting Russian speakers. As the direct result of Russian aggression, the population has undergone terrible suffering: nearly two million people have been displaced and more than 10,000 killed. In Russia-controlled territory, civilians considered to have pro-Ukrainian sympathies have been imprisoned, tortured, and subjected to extrajudicial killings." 73, (via Walt Salmaniw, WOR iog via DXLD) https://cpj.org/2018/05/ukraine-extends-ban-on-russian-news-agencies-journ.php (via Leo Barmaleo, Moldova, ibid.) I did the Prime Time Shortwave database from 1998-2007 and Ernest Riley did the database 2007-2018. It's been a wonderful 20 years for the website. I haven't heard from Ernest Riley since May and have received no replies to my emails. I very much appreciate the work that Ernest Riley did on updating the schedules. There is quite a bit of research involved to create the schedules. I don't have the time to go back to working on it myself. In my request to have someone take it over there was one inquiry, but I can understand when someone doesn't want to take it over due to the work involved. If someone has the interest to work on the schedules the decision could be reversed. Received e-QSL for receiving Karakalpak service "TWR Europe", of 864 kHz, via CJSC Yerevan Gavar site. Report was sent to: (Ivan Zelenyi-Nizhnevartovsk-RUS, hcdx / RUSdx Sept 20 via BC-DX 27 Sept via DXLD) Wolfgang Bueschel to Prof. Dr. Hansjoerg Biener on Sept 20: {...} gibt es zu diesem TWR Karakalpak program via CJSC Yerevan Gavar Armenia oder ueberhaupt in history etwas Hintergund Information, die Du mir mitteilen kannst ? Dank im voraus an Dich. (wb, wwdxc) Religious broadcasts in Karakalpak. In "Medien aktuell: Kirche im Rundfunk" 100-101 (February-March 2002y), I mentioned a "new studio" of Trans World Radio in Central Asia, which was to produce Christian programmes in Central Asian languages including Karakalpak as a new language. In "Medien aktuell - Kirche im Rundfunk" 110-111 (March-April 2003y), I give a summer schedule of TWR from CJSC Yerevan Gavar Armenia, which includes Karakalpak: 1610-1825 UT: 864 kHz (1000 kW), 5855 kHz (100 kW), including Karakalpak on Fridays 1625-1640 hrs UT. Unfortunately, I have no coloured TWR schedules for those years but only black and white lists issued back then which did not normally list the Central Asian target. The seasonal schedule for "28 Oct 2001-30 Mar 2002" did include a schedule for Central Asia, which has no Karakalpak programmes yet. "Karakalpakstan (Karakalpak: Qaraqalpaqstan), officially the Republic of Karakalpakstan (Karakalpak: Qaraqalpaqstan Respublikas) is an autonomous republic within Uzbekistan. It occupies the whole northwestern end of Uzbekistan", bordering the Aral Sea. "The population of Karakalpakstan is estimated to be around 1.7 million, and in 2007y it was estimated that about 400,000 of the population are of the Karakalpak ethnic group, 400,000 are Uzbeks, and 300,000 are Kazakhs." "The Karakalpak language is considered closer to Kazakh than to Uzbek. The language was written in a modified Cyrillic in Soviet times and has been written in the Latin alphabet since 1996y." St. Petersburg ----- CETTV ST. PETERSBURG AND LENINGRADSKOY OBLASTI. Today we will briefly describe a little-known page in the history of our branch connected with powerful broadcasting. More precisely, with its most active listeners - radio amateurs-DX- listener, largely thanks to which for so long the world over the interest in Russian foreign broadcasting in medium and short waves. The main interest DX- listener - the collection of QSL cards, confirming the fact of receiving a broadcast (not to be confused with radio amateur!) Station. The first, it can be said semi-handicraft, confirmation card was issued in our branch about twenty years ago. The second, but already executed in a typographical way, was released only in the autumn of 2006, and, as the saying goes, the case helped. In October 2006, our branch, together with Radio Gardarika, conducted a special shortwave broadcast dedicated to the conference of the European DX Council (which brings together various DX clubs from across the continent) in our city. On the recording of the program in the studio of Gardariki there was a representative of the "German Wave" Valentina Krasnopolskaya, whom during our conversation my colleague-ham radio reported that your obedient servant already somewhere within a year can not agree the release of a new QSL-card. "So I will be on Monday with your leaders in Moscow, let me say a word for you ..." - was Valentina's answer. The next Wednesday, the branch received a letter with the recommendation "to assist radio amateurs in the release of a new QSL card," and the issue was resolved. In general, during all these years of our communication with radio amateurs, until the closing of the Russian broadcasting in 2013, we received and confirmed hundreds of reports on the reception of our broadcasts, selected and coordinated with HrcCH dozens of new jam-resistant SW frequencies for Russian radio programs (often with using foreign DX- listener), together with our correspondents, eliminated any technical malfunctions on the transmission paths of powerful broadcasting. It is curious that the radio amateurs, in turn, also helped us in the invitation to our technical facilities of a number of foreign customers. For example, the cost of the branch's revenues from broadcasting a three-hour evening program "Radio Nederland Wereldomroep" at an average wave frequency of 1386 kHz with a power of 1200 kW was equivalent to almost $ 1 million. The experience of communicating with DX- listener helped us very much in December 2011 after the opening of the "Consulting Support Center" and the beginning of a permanent telephone communication with our viewers and radio listeners. We hope that these contacts were useful for both sides and that we made our joint contribution to the development and development of digital terrestrial television in our region. https://vk.com/club171176221?w=wall-171176221_230 (via Rus-DX 30 Sept via DXLD) ** TIBET [non]. 11646 26Set 1215 UZBEKISTAN (Relay, clandestine) (PRESUMED) Voice of Tibet in Chinese. The State Commission for Radio Frequencies has allocated bands for launching digital broadcasting networks of the DRM + standard. Earlier, the commission has already allocated frequencies for another digital radio standard, DAB +. The State Radio Frequency Commission (SCRF) decided to allocate frequencies in the 65.9-74 MHz and 87.5-108 MHz bands for digital broadcasting in the DRM + standard. This follows from the minutes of the meeting of the commission of September 11, 2018, published by the Ministry of Communications and Mass Media. The initiator of the allocation of frequencies was the state enterprise "Russian television and radio broadcasting network" (RTRS). The commission's decision notes that "Russia's integration into the global information space is impossible without the use of digital technologies recommended by the International Telecommunication Union (ITU)." ITU, for its part, recommended the use of very high frequency (VHF) bands for a number of digital broadcasting technologies, including DRM +. Another name for VHF is ultrashort wave (VHF, 30 to 300 MHz). In addition, back in 2010, the Government chose the DRM standard as the first step to launch digital broadcasting, according to the decision of the SCRF. Frequencies in the specified ranges are allocated by the decision of the State Committee for Radio Frequency to launch DRM + networks to an indefinite circle of persons. The history of attempts to launch digital broadcasting in Russia is very controversial. The digitalization of broadcasting was started at the same time as the digitalization of broadcasting - in the late 1990s. It was originally intended to use for this purpose the DAB standard, focused on the VHF band. But the real work was not carried out. In the late 2000s, it was decided to use a different standard - DRM. It was originally focused on the ranges of long, short and medium waves, that is, up to 30 MHz. But in this standard work was not carried out. In 2015, RTRS returned to the idea of launching DAB networks and began testing its modified version - DAB + (it differs using more modern audio compression technology - MPEG-4 He-AAC v.2). In the summer of 2018, the SCRF allocated frequencies to the indefinite circle of persons in the range of 174-230 MHz for launching DAB + networks. Now frequencies are issued for DRM +. This technology is a kind of DRM standard that provides broadcasting at frequencies from 30 to 174 MHz (that is, in the UHF band). The "original" DRM standard is called DRM30. DRM + technology allows transmitting up to three sound programs on one frequency and providing a separate channel for low- speed data transfer. It also supports the ability to transfer sound programs in multi-channel MPEG Surround 5.1 format, to obtain additional information related to a specific sound program (Program Associated Data, PAD), and to receive multimedia information. This allows owners of DAB + receivers to see the name of programs, radio stations, countries, current time and date, electronic program guide, text messages in various languages, traffic messages, information for travelers, still images (photos, slides), etc. After the current decision GKRCH turns out that the ranges of VHF I and II in Russia are allocated for DRM +, the range of VHF III - for DAB +. The press service of RTRS told CNews that both the decisions of the SCRF - with respect to DAB + and with respect to DRM + - are in force and, according to international practice, can be used for different broadcast broadcast technologies. "Which standard to choose will be decided by the broadcasters themselves depending on the possibility of use in a particular region," the organization's press service said. Meanwhile, Russia has its own digital radio standard - RAVIS, created by Sad-com. Like DRM +, it is focused on VHF I, but also provides video transmission. Now there is a test broadcast in the format of RAVIS in Tatarstan and Udmurtia. General Director of "Sad-com" Alexander Dvorkovich notes that in terms of the DAB + and DRM + standards, there are only SCRF decisions on the allocation of frequencies to an indefinite circle of persons, and this is not enough to start broadcasting. The legal and regulatory framework required to launch a broadcast has been prepared only in part of the DRM30 standard. Igor Korolev, cnews.ru (http://onair.ru/main/enews/view_msg/NMID__70805/) * On the allocation of radio frequency bands 65.9-74 MHz and 87.5-108 MHz for use by radio electronic means of digital on-air sound broadcasting of the DRM + standard (SCRF decision No. 18-46-01) Having heard the report of FSUE "RTRS" about the results of work in the experimental zone of experimental digital sound broadcasting of the DRM standard in the radio frequency bands 65.9-74 MHz and 87.5-108 MHz (DRM +), SCRF notes. The integration of the Russian Federation into the global information space is impossible without the use of digital technologies recommended by the International Telecommunication Union (ITU). In ITU-R documents (BS.1660 and BS.1114) for use in the VHF frequency bands (30-300 MHz) allocated for terrestrial sound broadcasting (65.9-74 MHz, 87.5-108 MHz and 174- 240 MHz), DAB / DAB +, DMB, DRM, ISDB-TSB, IBOC HD Radio FM systems are recommended. The DRM system was chosen as the first step in introducing digital sound broadcasting by the decree of the Government of the Russian Federation of March 28, 2010 No. 455-p. The DRM standard is characterized by flexible transmission parameters, which allows it to be used in the frequency bands below 30 MHz (operating modes A, B, C, D) and in the VHF bands (operation mode E in the bands 65.9-74 MHz, 87 5-108 MHz and 174-240 MHz). FSUE "RTRS" in conjunction with the St. Petersburg State University of Telecommunications. prof. M.A. Bonch- Bruyevich (SPbGUT) conducted a research work "Development of recommendations for the implementation in the Russian Federation of the digital broadcasting standard DRM +". In the course of the research and experiments, the characteristics of the DRM + system declared in the standard were confirmed, field tests were conducted in the fixed and mobile modes of receiving the DRM + signal in the radio frequency bands 65.9-74 MHz, 87.5-108 MHz, the service areas were estimated at the selected transmitter power , laboratory studies of the required radiofrequency protection ratios at the receiver input were carried out. Considering the above, the SCRP decided: 1. To take note of the results of the research work "Development of Recommendations for the Implementation in the Russian Federation of the Digital Broadcasting Standard DRM +". 2. Allocate the radio frequency band 65.9-74 MHz, 87.5-108 MHz to an indefinite group of people to create in the Russian Federation digital broadcasting networks of the DRM + standard when the following conditions are met: - Compliance of the technical characteristics of the applied RES digital radio broadcasting of the DRM + standard with the technical characteristics specified in the annex to this decision (https://minsvyaz.ru/uploaded/files/prilozhenie-k-resh ..); - obtaining, in accordance with the established procedure, permission to use radio frequencies or radio frequency channels on the basis of the expert opinion on the possibility of using digital transmitters of the DRM + standard and their electromagnetic compatibility with existing and planned for use of civilian RES and radio-electronic devices used for the needs of state authorities, defense needs of the country, state security and law enforcement; - registration of RES of digital broadcasting of the DRM + standard in the prescribed manner. 3. The importation of a digital broadcasting RES of the DRM + standard into the territory of the Russian Federation should be carried out in the prescribed manner. 4. Establish the validity of this decision of the SCRF ten years from the date of its adoption. https://minsvyaz.ru/ru/documents/6230/ (https://vk.com/vcfm2014) WORLDWIDE NEWS. ===================== Russia ----------- Moscow World Radio Network. For the first time in its history we are observing the External Broadcast Day on 1st October 2018. This also marks the beginning of a yearlong celebration of the 80th anniversary of External broadcast in India. Eight decades is a long time in the life of an individual. Like in case of a human being as during this period , an institution traverses through many challenges, trials and tribulations. External Services of All India Radio is also no exception to this. Since its inception in 1939 it has passed through its hours of glory and relative sunset moments. From a buoyant high of 37 language broadcast at the height of the World War II in 1945 it plummeted to only 16 just before the dawn of Independence, when it was relegated to insignificance. Independence infused new life into it when it emerged as the voice of a newborn nation trying to announce herself to the world. Notwithstanding the initial bonhomie, external broadcast again fell into disuse as never ever its full potential as a significant tool for public diplomacy and instrument of foreign policy and international relations was fully comprehended, explored and hence not exploited by those in the business of diplomacy. Unlike elsewhere in the world; diplomacy, foreign policy and external broadcast continued to be conducted in silos. Over the years, this disconnect got ossified. World around was however changing in the meanwhile and was changing fast. Countries with whom we unfortunately have a zero sum relations were making strides in the domain of public diplomacy through the medium of radio adding language after language to their bouquet and were adopting modern technology to reach out to the world. In contrast, external broadcast here was gasping and battling out the institutional apathy. Four years ago when after an eventful tenure in the Ministry of Rural Development involving nationwide implementation of development communication strategies, I joined External Services Division for my second stint, the place appeared frozen in time and like a living fossil as I and my wife who accompanied me walked into the place. An all pervading gloom was writ large on every face as the diiktat for it's imminent closure had been received and everyone was waiting for the inevitable final pull of the hangman's lever. It was at this crucial cross roads of ESD's history , I was called upon by the Director General and given the mantle of External broadcast and reposed his trust . I felt humbled as giants and stalwarts of Indian and World broadcasting like Ms. Mehra Masani, P.C. Chatterjee, K.P. Shunghloo, U.L. Baruah , N.L Chawla among others had adorned this position. But the pygmy in me refused to be the daunted and become the " First minister in King's government to preside over its liquidation." Instead, I took the bull by horns. I gave myself 6 months to script the turn around story of External Broadcast or quit. It indeed was a tall order. Enthusing the colleagues who had their spirits at bootlace level and gaining their confidence to partner in this uphill ride and bringing the external stakeholders on board had to be done quickly. A technological leapfrogging was also crucial. I must confess, once convinced all my colleagues and my seniors particularly Mr. Fayyaz Sheheryar, the DG stood by me. The culmination of all that is, today no longer anyone talks about closing down ESD or it being " a colossal national wastage and Rs. 100 crore going down the drain." Now the talk is about strengthening the ESD. We have added new services. Gone digital. Have 28 multimedia Websites and Apps of international standard for our language services. We are now present on alternate platforms like Radio Garden, Tune in, Alexa voice command system. Our relationship with MEA is no longer episodic. We are reconnecting to our listeners and patrons every passing day on every platform in which we have made our presence. It is in this backdrop, the celebration of the first External Broadcast Day and the beginning of the observence of the 80th anniversary is personally significant and gratifying for me. From the group "deneb-radio-dx". - Greetings to all lovers of long-range reception! After reading the next message in the ezine about receiving the next e- QSL, the question arose: how do you collect such confirmations. Maybe you print them and store them in the album as classic cards, you can save them on some server. Share who does what? Pavel Domnin, Russia. - Greetings, Pavel! When the electronic confirmation was not enough, I printed them out. At home I just had a printer and I had to do it at work. When there was a lot of evidence, he quit typing. Keep on comp. A separate folder and there I throw the files sent. If typing, then this need to buy a color priter. Does it make sense if the printer is only for printouts of confirmations? "Cloud" can be used instead of flash drives. Pavel Ivanov, Belgorod, Russia. - Good morning Paul! To print all electronic cards you need to have a good color printer + photo paper to save for a long time. It is possible and on plain paper, but the cards will be less attractive. I think it is not advisable. I keep the cards on the computer disk + two flash drives (a copy of the cards). Flash drives in the event of a computer or disk breakdown that I had several times. The disk wears out and at one fine moment, everything can disappear forever. Store on the "cloud" on the server did not think about it, but the idea is interesting. Anatoly Klepov, Moscow, Russia. - That's how it happened. I somehow thought about taking other eQSLs to a photo salon for printing, but then "scored", and the 10x15 format is not suitable for everyone eQSL There are printed on photo paper (RNZI, Ibra, BBC Ascencion), also QSL letters printed out. And so, I keep in a separate folder in the e-mail. Victor Varzin, Leningradskaya oblast, Russia. - Hello! The first time, as electronic QSL only appeared, did not consider them full confirmations. Over time, this opinion has changed, and now I think: since the station OFFICIALLY CONFIRMED the reception your transmission means: regardless of the form of the received QSL, "electron" in this case, say so - in its "dignity" is completely equivalent to the usual traditional paper cards. So for me personally, the need for their obligatory printing on photo paper, in principle, absent. On the contrary: once all of their paper QSL scanned into electronic format. Although - also paper stored in a separate album. In other words: any of the two options for storing electronic confirmations has the right to be! Igor Ashikhmin, Primorsky Krai. - I store E-QSL on a flash drive. But if I need, I print them on a printer. On a flash drive is better to store. I have QSL cards preserved two chests and nobody wants them there. Wife swears - to say burn everything in the bath. It's a pity. That's how it happens in life! Vasily Lazarev, Samarskaya oblast, Russia. 73!
