Radio "Melody" licences are exposed on competition
On December, 27th the National board concerning TV and broadcasting of Ukraine declared competition on reception of licences for an announcement on 2 television channels and 15 radio frequencies.
In particular, on competition free radio frequencies of joint-stock company "Onyks" (radio "Melody"), received as a result íåïðîäëåíèÿ licences for an announcement of the given company have been exposed: 101,1 MHz in Kiev and Lugansk, 101,5 MHz in Dnepropetrovsk, 103,0 MHz in Kharkov, 102,6 MHz in Donetsk, 107,2 MHz in Lvov, 101,4 in Odessa, 100,6 MHz in Simferopol, 105,0 MHz in Poltava, 105,1 MHz in Nikolaev, 104,4 MHz in Kherson, 103,2 MHz in Melitopol (the Zaporozhye region), 66,05 MHz in Volnovahe (Donetsk region), 103,3 MHz in Krasnoarmeysk (Donetsk region), 71,51 MHz in Zaporozhye.

Minsk, 26 December: Law enforcement officers raided the Minsk offices
of two Warsaw-based broadcast media outlets on 25 December.
The raids targeted the offices of European Radio for Belarus and the
Belsat television channel. European Radio for Belarus, which has an
official bureau in Minsk, said that the search had lasted nearly three
hours.
"They took away a total of 43 items, including computers, the server,
voice recorders, photo cameras and portable video cameras," Vital
Zyblyuk, deputy chief editor of the radio station, told Belapan.
Zyblyuk linked the raid to the recent [19 December] presidential
election and the growing popularity of the radio and its website.
"We've tried to work impartially, without taking sides, received no
complaints," the journalist said.
He stressed that European Radio for Belarus would continue its
operation in Belarus. "We have 10 journalists, they have not been
stripped of accreditation. Tomorrow we will assess the damage and see
what can be done," Zyblyuk said.
No equipment or documents were seized from Belsat's office, which is
located inside an apartment that belongs to former presidential
candidate Ales Mikhalevich, as the staff had vacated the premises
several days before the raid.

Voice of America could have played a major role delivering news and
information to Belarus by radio, but it did not have that capability
due to bad planning and mismanagement at its parent agency. The
Broadcasting Board of Governors, BBG, which manages VOA, terminated
VOA Russian FM, shortwave and medium wave radio broadcasts in 2008,
just 12 days before the Russian military attack on Georgia. Such radio
broadcasts, especially medium wave (AM) from transmitters in Poland,
Lithuania, Latvia, or Estonia, which cannot be easily blocked, would
have been extremely useful during the emergency in Belarus or any
other type of crisis, also in Russia. According to VOA insiders,
citizen journalists were able to tell their news to a VOA reporter on
the ground, but the Voice of America was unable to deliver the news
back to Belarus because it lacked effective program delivery when
faced with the blockage of the Internet by the regime in Minsk."

As a VOA stalwart, Ted did not mention archrival RFE/RL's extensive
Belarusian Service. It does transmit on shortwave and (via Lithuania)
on medium wave. In fact, in response to the post-election crisis, RFE
Belarusian shortwave and medium wave transmissions were expanded to
provide an all-night service, per a report from Ivo Ivanov to the DX

Those who lament how bad shortwave DXers are should look at the
behaviour of satellite DXers. Try googling this station, and you get
swamped by plain mentions of modulation bein applied, with nobody
caring a second for what this modulation actually is.

At present they are in these typical "unjammable Iran muxes" (also
used by BBC Persian or VOA PNN) on Telstar 12 and Eutelsat W3A plus a
SCPC signal on the Israelian Amos 3, as if no satellite operator wants
to put Gunaz TV in a mux with other customers for fear of Iranian
jamming. Thus I would not be surprised if the announced shortwave
transmission will be jammed.
So far no separate radio channel from Gunaz TV is shown in the usual
frequency lists, so it's possible that simply the TV audio will be
transmit on shortwave, unless the radio feed simply does not show up
in the lists yet or will be put on during the remaining days until
launch.
Site: Usual suspects for TDP are of course Grigoriopol, Lutch and
Samara. Another facility in the CIS would be possible as well. Is the
Babcock booking real or just a wooden registration? It's possible that
it has been arranged directly with the transmitter operator in
Armenia, with "Moscow" not being involved, so such a clash would not

** RUSSIA. Revamped Bulletins from Voice of Russia --- The Voice of
Russia has changed the style of its English news bulletins. They now
run for around four minutes instead of eight and are read over a music
bed with audio punctuation in the form of a swishing sound between
each item. Frankly, I prefer the old style. The new style seems to me
to make the mistake of emphasising style at the expense of content

[and non]. God, just heard the first 2 minutes now. Rubbish! Mind you,
VOR is not exactly a station I've turned to for news. Personally, I
have always felt stations like VOR and RSI [Slovakia?] are not taken
seriously by the broadcast industry. VOR has an interval signal and
sign on music that sounds as if it was made by someone going to Toys-
R-Us and using a Fisher Price keyboard.
Also the problem with VOR is production quality. Many jingles when you
listen to them sound awful. From what I have been able to figure out,
most of the jingles are running at 64k, which is very poor. Most
"professional" stations use 128k to 256k in studio.
VOR is still one of a small handful of stations that estimate the
audience by those who write in. CRI does the same. Not very
scientific. Most stations like VOR, CRI, RSI and other are really only
around to give jobs to the staff. Audience numbers are not important.
If I did want news from Russia, I can always tune into Russia Today
[TV], which is more fast paced, an announcing staff far better. Each
time I've tuned into VOR, the newscast is out of date. If you follow
news on Russia Today, they normally have stories 3 to 4 hours ahead of
VOR sometimes more.
I know at CRI the practice was and is to record newscast 1 hour before
they are broadcast and use it for up to 6 hours (Keith Perron, Taiwan,

Geomagnetic activity was at quiet to unsettled levels on 20 December
with active to minor storm levels detected at high latitudes.
Activity decreased to quiet levels during 21-26 December. The
activity observed on 20 December was associated with a period of
enhanced IMF Bt (peak 10nT at 20/0404 UTC) coupled with southward
IMF Bz (maximum deflection -8 nT at 20/0758 UTC).
FORECAST OF SOLAR AND GEOMAGNETIC ACTIVITY 29 DEC 2010 - 24 JAN 2011
Solar activity is expected to be at very low levels with a slight
chance for C-class activity throughout the period. No proton events
are expected at geosynchronous orbit. The greater than 2 MeV electron
flux at geosynchronous orbit is expected to be at normal levels
between 29 December and 11 January. Flux levels are expected to
increase to moderate to high levels from 12-13 January. Normal levels
are expected for the remainder of the period.
Geomagnetic field activity is expected to be quiet to unsettled on
29 December, due to subsiding affects of the aforementioned CME,
before decreasing to quiet levels and remaining through 1 January.
Activity is expected to increase to quiet to unsettled levels 2-4
January due to HSS effects from a large coronal hole in the northeast
quadrant of the disk. The field is expected to return to quiet from 5-
19 January. With recurrent CH HSS effects expected, conditions are
expected to be quiet to unsettled 20-21 January, before subsiding to
mostly quiet levels for the remainder of the period.

LW 209 kHz channel. There was recently some discussion on Russian DX list
about R. Mayak, Tynda from Amur area being actually on 209 kHz. This was
mostly based on Japanese reports. I asked Hidetoshi Takashima from Sapporo
about the matter and he confirms that he has heard the station on 209 kHz
during several years. But even in Sapporo the co-channel Mongolians make
the reception difficult.
I checked the frequency again today and could detect the Mongolian
transmitters sign off at 1500 UT on the following frequencies: 208.889,
208.959, 208.996, s/off at 1505 UT. Another, equally strong carrier
continued on 209.000 kHz until 1600 UT, which is the scheduled s/off for
Mayak, Tynda. It may have low modulation, because I haven't been able to
get any audio from it, although at times it is rather strong.

Radio, a new service from Gunaz TV. Gunaz Radio will broadcast daily from

Those who lament how bad shortwave DXers are should look at the behaviour
of satellite DXers. Try googling this station, and you get swamped by
plain mentions of modulation bein applied, with nobody caring a second for
what this modulation actually is.
First: "Southern".
They refused rumours of being USG sponsored, but here an Iranian Azeri
wonders how this station may be financed (like all the Persian-language TV
stations "run by Iranian exiles" yeah, sure):
Initially Gunaz TV broadcast also via Turksat but has been removed there
soon:
At present they are in these typical "unjammable Iran muxes" (also used by
BBC Persian or VOA PNN) on Telstar 12 and Eutelsat W3A plus a SCPC signal
on the Israelian Amos 3, as if no satellite operator wants to put Gunaz TV
in a mux with other customers for fear of Iranian jamming. Thus I would
not be surprised if the announced shortwave transmission will be jammed.
So far no separate radio channel from Gunaz TV is shown in the usual
frequency lists, so it's possible that simply the TV audio will be
transmit on shortwave, unless the radio feed simply does not show up in
the lists yet or will be put on during the remaining days until launch.
Site: Usual suspects for TDP are of course Grigoriopol, Lutch and Samara.
Another facility in the CIS would be possible as well. Is the Babcock
booking real or just a wooden registration? It's possible that it has been
arranged directly with the transmitter operator in Armenia, with "Moscow"
not being involved, so such a clash would not be unthinkable.

The carrier was on 7510 kHz at least 10 mins before 1430 UT. Program
started around 1430 UT, strong signal. Seems to be their TV audio, but
about 15 seconds ahead of the net stream, which also shows "Gunaz Radio
7510 kHz SW Band 41 Metr" on the bottom of the screen.

A new target SW station Gunaz Radio started today and is currently audible
here with fair reception on 7510 kHz. According to Ludo Maes of
Transmitter Documentation Project, which is brokering this SW
transmission, it is on the air daily at 1430-1930 UT.
Gunaz Radio is an offshoot of Gunaz TV, based in Chicago, USA. This TV
channel seems to be political, presumably opposition, targeting the Azeri-
speaking population of the Iranian province of Southern Azerbaijan (Gueney
Azerbaycan in Azeri) as well as Azerbaijan itself.
The gunaz.tv domain is registered to:

Weak signal on 7510 at 1430 tune-in but improved to fair by 1600 UT.
Programming is in a Turkic-sounding language, presumably Azeri. It sounds

Dave, I checked 7510 a little bit late around FROM 1435 UT ONWARDS; this
afternoon Dec 29. Usually Ludo Maes keeps the TX location hidden.
And heard some monitoring return information around Europe, weak signal in
GB, only S=2-3 in Germany, only S=4 in Italy, stronger in Greece S=9+15dB,
weak on RMS Armenia post. But always not as strong as Kurdish program 7540
kHz from Mykolaiev-Ukraine, for comparison.
Neighbours are

7525 VOA Tinang-PHL + CHN jammer, S=8.
Aoki list shows Dushanbe site, but guess thats 'to read tea leaves'.
Probably, bcast coming from Armavir Krasnodar - or Samara Russia site,

Azerbaijan target. That why the signal is rather bad here in Europe.

History of 'hidden' radio stations to Southern Azerbaijan in 1996-2003:
UNIDENTIFIED RADIO STATIONS R. Free Azerbaijan??
From about late June a station in Azeri/Farsi has been heard
1530-1630 UTC mixing with R. Netherlands to South Asia. The QRM was
bad making ID difficult. However, on 25 July an ID sounding" ...Azadese
Azerbaijane..." was heard before it s-off at 1630 UTC. The word "Azad" or
similar sounding ones all mean 'free' in the central asiatic languages as
any DXer would know. So at once we presumed this was a clandestine and
sought the help of BBC_M and we were thrilled to get the following info
from Chris Greenway and we quote
"Victor,
Thanks for this. This is definitely a scoop for you as we only heard about
the existence of this station on 25th July, so it was interesting to know
that you've been hearing it for a while. It appears to be aimed at
so-called "southern Azerbaijan", i.e. Azerbaijan province in northwestern
Iran, rather than the Republic of Azerbaijan itself. It's an ANTI-Iranian
operation. It's early days yet but I hope we'll be able to let you know
more soon."

broadcasting to Iran. Some interesting news for clandestine radio
enthusiasts:
Voice of Southern Azerbaijan is a new clandestine station bc to Iran.
The schedule is 1530-1630 UTC on 12090 kHz. The signal here in the UK is
rather weak but clear as this is a clear channel. No jamming as yet.
The ID in Azeri is "Bura Janubi Azerbaijan Sasi" ("This is the Voice of
Southern Azerbaijan").
The station is aimed at the Azeri population in NoWe Iran, hence the use
of the term "Southern Azerbaijan". I think the credit for first hearing
the station must go to Victor Goonetilleke who tells me that he's been
hearing it since June. This is also the unidentified station reported by
Vladimir Titarev in DW Window 23. Although the station is announcing a
telephone number in the Netherlands we think the tx site is somewhere
in the Middle East.

[Acc to Mr. Vafa Culuzadeh, adviser of former Azerbaijan President Ebulfez
Elicibey, noted the Italian press agency IPS in Okt 1992 from Baku, that
the Israelian secret service specialist David Kimche and US citizen
Richard Secord, who was involved in the Iran-Contra-Affair, visited
Azerbaijan, presenting a delegation of more Israelian secret service
personell. Mr. Culuzadeh took part on a return visit to Israel, lead a
delegation of Azerbaijan/Uzbek/Kazakh secret services.]
All VoSA txions are much weaker than KOL ISR txions and not so audio
present, but the presentation is in very professional manner. VoSA signal
level is equal to clandestine Iraqi B/Cing Corp. (IBC) on 9568v. Txions
are not exact on x.00 kHz, drifting a little bit downwards to 11934.94 /
7094.91 kHz. BUT formerly suggested Tadjik Orzu tx site bcing exact on
x.00 like 5750 and 5800 kHz. Azimuth fr ISR to IRN/AZE is 70 degrees. To
compare 7095 by 7465 300 kW 70 degr: KOL Israel bcasts in Persian at
1500-1600 (-1625 Fri/Sat) on 7465, 9435, 11605 kHz, and is much stronger
than VoSA.
Can anyone help with deeper information and direction finding of VoSA.

This station was first reported via Media Network progr by V. Goonetilleke
back to 1997 (?) on 12080 (or 12075) kHz. One day, when I tuned in my rx

this channel I found an open carrier with "Reshet Bet" (ISR home sce
programme) on the background and then VoSA signing on, so, it seems ISR is
a right location of the Voice of Southern Azerbaijan.

Considering Nick's observation, the Tajikistan assumption is of course
obsolete. So the transmitter is likely situated in Israel, but in my
opinion not operated by KOL (absence of their usual soundprocessing). With
these current stage of knowledge I now want to support the assumption,
that Mossad brings the Vo Southern Azerbaijan on the air.

Independent Front of Southern Azerbaijan against Iran. ID in Azeri is:
Bura Janubi Azerbaijan Sasi. Address has been announced as Vosa Ltd.,
Postfach 108, A-1193 Vienna, Austria. Recent reports have its schedule
as *0615-0715* 11934.9v kHz and *1630-1730* 7094.90 kHz.
The group advocates integration of a northern strip of Iranian soil with
Azerbaijan since it is rich in oil and is where Iran wants to build a
pipeline from the ocean to Central Asia. If its location is found to be in
Israel, this will be the clearest evidence that Israel's intel agency,
Mossad, is involved in clandestine broadcasting.

Monitoring has recently taken bearings of this station which appear to
confirm an Israeli tx site.

ISRAEL (clandestine to Iran) 13645, [1530-1630] Voice of Southern
Azerbaijan: Tnx to WB's tip, I listened to this one on Apr 12. The carrier
came on arnd 1525, and then the signature tune at 1530, followed by the
opening anmts by a YL greeting the listeners with what sounded in Azeri
like "shalom." I believe the Israeli connection is to neutralize the
Iranian advances in Southern Azerbaijan.

Azeri lang. Clandestine radio stn Voice of Southern Azerbaijan (Azeri:
Bura Janubi Azerbaijan Sasi), from Israel, programming is hostile to the
Iranian govt. Operated by the National and Independent Front of Southern
Azerbaijan.
Now also daily MORNING progr on 13645, ex11935, S=2-3. Typical VOSA style,
P.O.Box addr given at 0615, and phone no. in Den Haag in the Netherlands.
Program ends at 06.16:30, tx s-off at 06.16:40. 0515-0615 and 1530-1630,
both on 13645 kHz.

ISRAEL Winter time in ISR starting from Sep 6, not from 13 th. Now all
px of Kol Israel is 1 hour later but on same freqs. On Sep 29&30 there
was a silence on all SW outlets, exc that operating on 9435, but with
carrier only!!!
Clandestine radio stn V 0 S A in Azeri heard from Fri Sep 25 one hour
later. 0615-0715v & 1630-1730v on 13645.1 kHz.

KOL tx site in Jerusalem-ISR noted with extreme strong signal s-on at
0613.
Before the VOSA progr started, KOL ISR nx could be observed, \\ 15615 kHz.

[ALBANIA/IRAN/UK] FEBA Radio in Azeri. Those tests [via TWR Albania
relay] are in fact complete now. The Rep of Azerbaijan does not have a
significant audience for SW bcs, and our primary audience is in the
Iranian provinces of East and West Azerbaijan. We did arrange to set
up some in-country monitoring.

CANADA/IRAN Azeri nationalists launch new radio stn in CAN. Head of the
SAP's press sce, said that after lengthy debate, the radio stn of the SAP
had finally started operating. "The radio has aired sample progrs. Its
first progrs have been a success. The radio is called SAP.
It intends to publicize in NoAM the problems of Karabakh and of national
liberation in Southern Azerbaijan [northern Iran]. I think that the radio
will benefit both Northern [Azerbaijan proper] and SoAzerbaijan from the
first day of its operation." Javad Ismayilly said that the radio was owned
by Hashim Garapapag, former activist of the National Liberation Movement
of SoAzerbaijan. "The radio is bc on the territory of CAN for the time
being. The idea is to bc to the greater part of the USA in future. ... The
SAP radio will be bc on the Internet in the near future.

Malaysia, lengthy telephone conversation, pop songs, lots of IDs to
1300:24 UT carrier off. Perfect audio, improving to occasional S6 peaks.
Splatter from 6209.96 Laser International was not too bothersome. Aoki
says this is via Dushanbe-TJK.

UK/RUSSIA 7240 YFR - both - via SKN and ARM.
7240 Today Dec 25 undoubtedly YFR (most likely via Skelton) - scheduled
YFR Turkish - but heard program in English instead, with western christmas
songs, YFR fanfare 1859 til 1900 UT. Only S=3-4.
[RUSSIA] 7240 ANOTHER TX ONE - MUCH STRONGER. But as awaited, at
18.54:04 UT Armavir Russia tx switched on, and heard with 800 Hz test tone
onwards til 18.58, started at exact 1900 UT with YFR fanfare. At 1905 UT
sermon in Swedish. Fading S=7 up to S=9+3dB in peaks, not much strong
tonight. Heavely hit by CRI Baoji-Xinjie in Russian on 7245 kHz S=9+20dB.
18-19 UT YFR via Skelton-UK.
19-21 UT YFR via Armavir-RUS.
