Di Franco Martelli Proseguo nel mio excursus sulla banda OIRT (66-74 MHz) analizzando la situazione in Ucraina Ricordo agli appassionati dell'FM DXing che l'aggiornamento del database di Fmlist relativamente alla Russia ed alla OIRT ucraina sostanzialmente va di pari passo con i vari spengimenti. Una fonte affidabile, quindi, per i nostri futuri ascolti visto l'approssimarsi della prossima stagione degli ascolti. UCRAINA La situazione della OIRT in Ucraina va esaminata tenendo conto della compresenza in banda dei tre canali radiofonici pubblici e di alcune emittenti private, a carattere religioso o informativo. Riguardo alle emittenti statali, in una intervista di dicembre 2020, il responsabile dell'organizzazione e dello sviluppo delle reti radio-televisive della Radio Televisione Nazionale Ucraina (NSTU), Dmytro Gruzynsky, affermava la volontà dell'ente di dismettere presto la quasi totalità degli impianti in VHF (quella che noi chiamiamo banda OIRT): nei piani dell'azienda ne sarebbero dovuti rimanere accesi una decina a testa per Persha Program e Radio Promin' e 15 per Radio Kult'ura. La motivazione addotta da Gruzynsky per questi tagli era, da un lato, l'assegnazione alla NSTU delle frequenze in FM necessarie per fare servizio sugli stessi bacini, e dall'altro l'obsolescenza e l'inefficienza di numerosi impianti operanti in OIRT. Leggi qui E' un dato di fatto, però, che gli spengimenti avvenuti nel 2019 -2020 e quelli avvenuti ad inizio 2021 hanno colpito molti degli impianti più facilmente ascoltabili via E Sporadico. Il database di Fmlist, aggiornato in base alle osservazioni dei BCL-Dxers ucraini raccolti intorno al sito ukrtvr.org, dà ad oggi attivi solo sedici impianti per UR1 Persha Program, ma sono tutti impianti di piccolissime dimensioni (fra i 100 e i 200 watt di potenza) se si esclude di 71.66 di Pidgorivka, accreditati di 17 Kw di potenza, ma che (trovandosi nella provincia di Luhansk, nella regione del Donbass in cui si sta tuttora combattendo una guerra dimenticata da molti ma che, al contrario, pare molto lontana dalla fine) potrebbero essere rimasti accesi semplicemente per ragioni politiche. Una decina quelli rimasti in essere per UR2, Radio Promin', una quindicina quelli per UR3 Radio Kult'ura (fortunatamente, fra questi ce n'è qualcuno di quelli che in passato sono stati ascoltati in Italia via E Sporadico). Il timore fondato è che la NSTU non si fermi qui e continui con lo spengimento degli impianti in OIRT mano a mano che l'Autorità per le telecomunicazioni ucraine attiverà nuovi canali in FM CCIR. Peraltro va aggiunto che le concessioni in FM CCIR vengono assegnate a mezzo gara e quindi la NSTU deve sempre battere la concorrenza delle numerose emittenti commerciali presenti nel paese e va aggiunto anche che, in alcuni casi, le potenze consentite dalle concessioni si sono dimostrate insufficienti per coprire in maniera soddisfacente l'area su cui intendeva fare servizio (leggevo ad esempio di una concessione per UR1 di una frequenza con 500 watt di potenza al massimo, per la quale NSTU chiedeva di aumentare la potenza ad 1 Kw). Però resta il fatto che la presenza in OIRT delle tre emittenti pubbliche ucraine è destinata ad essere sempre più residuale. Per quanto riguarda l'emittenza privata, vanno annotati innanzi tutto gli spegnimenti delle due frequenze in OIRT di Yaskrave Radio, e di due frequenze su tre di Hromads'ke Radio. Inoltre, a fine 2020, M Radio ha lasciato decadere la concessione per i 68.36 da Odessa che spesso si sono fatti sentire in passato qui da noi in Italia e che era l'unica frequenza in OIRT dell'emittente. Ma fortunatamente restano attivi gli impianti di due emittenti religiose che dispongono al momento solo di frequenze in banda OIRT e quindi si può sperare ancora per un po' che non le spengano. La cattolica Radio Mariya dispone ad oggi di 11 diverse frequenze in OIRT, Svitle Radio Emmanuyil (vicina alla Chiesa pentecostale) ne ha 8. Mentre Golos Nadiyi ("Voce della Speranza", emittente avventista) ne ha solo 4 in FM OIRT e 3 in FM CCIR e si potrebbe ipotizzare in astratto che possa subentrare in qualche concessione rinunciata dalla NSTU. Quindi, in sostanza, nel 2021 le possibilità di ascolti in OIRT dall'Ucraina saranno notevolmente inferiori rispetto a quelle del 2020; speriamo solo di beccare qualche buona apertura. Ricordo di tenere sott'occhio i 65.75 dellla portante audio del canale tv R2 perchè sembra che non tutte le emittenti televisive ucraine abbiano completato lo switch off (in particolare, ho letto della volontà delle autorità ucraine di tenere accese le trasmissioni analogiche che fanno servizio sull'area del Donbass per evidenti ragioni politiche). Qui editore, la intendiamo alla maniera inglese, ma è più giusto dire curatore, in quanto l'Handbook è stato per anni pubblicato sotto etichetta Billboard, la casa editrice nota per le statistiche dei dischi mondiali più venduti, le hit-parade, un editore che è cambiato solo in tempi recenti. Si deve probabilmente alle capacità di vedute di Frost, proiettate al futuro, se nacque l'European DX Council, la federazione europea dei club di radioascolto europei, ma alla quale potevano aderire anche oltre il vecchio continente, e che da subito mise in contatto ascoltatori e radio pubbliche internazionali come mai prima. Tant'è vero che ogni anno ospitarono le riunioni della European DX Council, la BBC, Deutsche Welle, Radio Nederland, Radio Sweden, Radio Finland, Radio Svizzera, Radio Vaticana, etc, ogni anno in una sede diversa e che ogni anno nei momenti di massimo splendore vedeva la partecipazione fino a oltre 400 delegati, incluso tutti i rappresentanti delle radio europee.
