strengthening friendship and interstate cooperation of our countries.
We believe that All India Radio is one of the main
conductors of such cooperation, introducing listeners, as with culture,
and with the news of India, and most importantly - referring to the target
audience in its language.
We also ask you to take into account that the transfer of broadcasting to the DRM format will sharply narrow the circle
your listeners. The vast majority of us listen to radio on
shortwave in analog format (AM). The reason is in the absence of
affordable DRM receivers market. We mainly use
conventional radios, and they are designed only for analog
signals.
Until recently, for many years on the waves of All India Radio, we
listened to newscasts from Delhi, reviews of Indian newspapers, beautiful
songs from Indian films and music at the request of radio listeners.
Don't let this valuable connection be destroyed! We hope very much soon again
to hear on the air your favorite programs of All India Radio in Russian
language. We believe that you will show professionalism and be able to solve
the question is positive.

Dear AIR executives,
This petition comes from a group of radio listeners in Russia, other countries of the
former Soviet Union and beyond. We are concerned about the situation of the All
India Radio Russian Service, which was suspended in March 2020 due to the
COVID-19 pandemic.
By now, many AIR language services have already resumed their broadcasts. The
resumption of the Russian Service was declared, too, but it didn't take place yet.
(That's because of insufficient staffing level, as some media tell us.) We are afraid
that AIR senior management doesn't pay much attention to the Russian Service,
and we really fear that Russian broadcasts may be ceased in this scenario.
When meeting each other, politicians of our countries always stress the importance
of further steps towards strengthening of friendship and cooperation. In our
opinion, All India Radio is one of the main players in the cooperation process, in
line with its mission to introduce listeners to both the culture and the news of India
-and most importantly, to approach to the target audience in their mother
language.
Please also keep in mind that using the DRM transmission mode would drastically
restrict the number of potential listeners. The vast majority of us listen to the
shortwave radio in analog mode, i.e. AM. That's because of the lack of affordable
DRM receiving equipment in our markets. There are only conventional units, and
they are only capable of analog radio reception.
For many years until recently, we were listening to newscasts from New Delhi,
Indian press reviews, beautiful songs from Indian films and music at our requests.
Please don't let such a fruitful connection to break! We sincerely hope to hear our
favorite AIR Russian programs back on the air soon. Relying on your
comprehensive approach, we believe that the positive solution can be found as
soon as possible.

PBS Hulun Buir The People's Radio Station Hulun Buir from Inner Mongolia (PRC) broadcasts on short and medium
wave in Mongolian and Chinese. News, music, programs on the theme of culture and society sound on the air.
The first station from the Inner Mongolia Autonomous Region began broadcasting on November 1, 1950, and
became the first of its kind to broadcast to an ethnic minority in the new China. In 1970, this radio station received the
call sign "People's radio station Hulun-Buira".
Today the radio station broadcasts around the clock at a frequency of 6.080 kHz and at a medium wavelength of 954
kHz. The signal spreads far beyond Inner Mongolia. The station can be received in Siberia and the Far East. True,
the transmitter power is small 10 kW.
Received the signal on March 18 at 01.50-02.30 UTC in Ulan-Ude at a frequency of 6.080 kHz. Poor to moderate
quality. There was little interference from an adjacent frequency. Signal decays were quite frequent. The program
includes music, a news release and a program on contemporary music of the Inner Mongolia Autonomous Region
(PRC).
