Radio observers and listeners are familiar with this mid-wave frequency. For several years Radio Liberty and several 
other stations (Poland, Japan) have been broadcasting here from the Lithuanian repeater.
A couple of years ago the transmitter was changed. If previously the Sitkunai (Kaunas) radio center was used for 
broadcasts, now broadcasts are being conducted from Vesynthos. To update the transmission equipment, a modern 200 
kilowatt transmitter was sent to Lithuania.
It is likely that it was impossible to maintain a radio center in Sitkunai, where the majority of Soviet-made transmitting 
equipment (SV), although there were transmitters there that outperformed even new equipment in Vesynthos. 
Considering that Freedom and Poland and Japan were the only customers, the center's work incurred losses and was 
probably not covered by payment from customers.

Since May 1, 2019, the Belarusian Freedom Service has gone on air and the schedule of transmissions from the 
repeater has been adjusted. In particular, the Russian Freedom service began broadcasting 21-24 MST, and not most of 
them at night, as it was before. This is more rational, because the potential audience of Freedom is sleeping at night.
However, from May to September, receiving transmissions from Lithuania's transponder is problematic. Since daylight 
hours are long, the signal is unstable or completely absent. This is especially painful for Poland and Japan.
 
It is much more logical, at least in the summer, to broadcast the above programs in the short-wave range. This is of 
course if we are talking about Poland and Freedom. Japan broadcasts quite aptly on KV and relaying from Lithuania is a 
kind of "supplement" for potential listeners of the Baltic states, Ukraine, Belarus and, ultimately, Russia.
In the morning, the broadcast in Russian is also broadcast from Germany (Nauen) at a frequency of 6165 kHz.

In March 2002, the Vilnius radio company International Radio Baltic Waves received a license to use the average 
wavelength of 1386 kHz for broadcasting with a radiated power of 32.1 dBkW (1622 kW).

Voice of Russia broadcasts in German and English for listeners in Western Europe.

In the Swiss city of Lausanne, at a preparatory meeting for the Washington Radio Conference in 1927, a broadcast wave 
of 219 meters was allocated to the Kovno, Lithuania station (Kovno is now Kaunas). Internationally, often in 1939 
Montreux this channel is destined for the Memel, Germany station (Memel is the current Klaipeda, a city in western 
Lithuania). In the post-war frequency distribution plan adopted in Copenhagen in 1948, this channel is again listed behind 
the Kaunas, Lithuanian SSR station. After a couple of years, the construction of a broadcasting station in Sitkunai (18 km 
from Kaunas) is finally completed, and it begins broadcasting on the frequency allocated to it. However, somewhere 
between 1953 and 1972, the Sitkunai station leaves this channel. Later, in 1974, a powerful station was built in the village. 
Bolshakovo of the Kaliningrad region, and is launched on the Lithuanian frequency. This new station is located 140 km 
from Kaunas. From a legal point of view, the transfer of the station to more than 30 km from the place registered in 
international plans should be coordinated with other European countries. However, Moscow did not bother to comply with 
the signed international agreements, and did not even inform anyone about the transfer of the station.
 
In 1978, a new frequency distribution plan for the European continent, the Geneva Plan, entered into force. In it, Moscow 
again confirms the assignment of a frequency of 1386 kHz to the Lithuanian station Kaunas. And finally, in 1991, after 
the separation of Lithuania from the USSR, the ministries of communications of Lithuania and the USSR signed a 
separation of functions protocol, in which Moscow declares that it recognizes frequency assignments in Lithuania. Alas, 
in fact, everything looked different.
 
Russia not only did not release the frequency of 1386 kHz, but worked on it with increased power. Instead of the 1000-
kilowatt transmitter authorized by the Geneva agreement, a 2500-kW transmitter worked. Instead of an omnidirectional 
single-mast antenna with a gain of 2.1 dB, permitted by the Geneva agreement, an antenna "CB 4 + 4" (2 rows of 4 
masts) with a gain of 12.7 dB was installed. In total, this combination gives the radiated power twenty-nine times the 
power allowed by international agreements.

In the fall of 2001, the Lithuanian communications authorities appealed to their Russian colleagues to stop illegal 
broadcasting. This was done because Lithuania intended to launch its own station on this channel, in accordance with the 
Geneva plan. Russia's response, however, had no intention of stopping the work; they even demanded that Lithuania 
delete the 1386 kHz frequency from the Main Frequency Register of the International Telecommunication Union.
 
Currently, in the middle of May 2002, work is ongoing in Lithuania to launch a station in Sitkunai at a frequency of 1386 
kHz with a power of 750 kW at night and 250 kW at daytime. It is expected that the station will be ready in June 2002, 
after which trial broadcasts will be conducted to determine the reception area and the real level of interference from the 
Russian transmitter. At present, Bolshakovo station operates between 09:00 and 21:00 GMT with an 8-mast antenna and 
an estimated power of 1200 kilowatts.

By the way, almost the same situation exists at another medium-wave frequency used by the Bolshakov superstation - 
1215 kHz. The parameters are identical with 1386 kHz: a transmitter with a power of 1200/2500 kW and an antenna "CB 
4 + 4". Agreed by international agreements? No way! The Geneva plan lists Orissare, Estonia, 30 kW.

05/31/2002 Radio Baltic Waves (RBV) received a letter from an employee of the Center for Radio Communication and

demanded that the RBV "release" the frequency of 1386 kHz. He also expressed the opinion that the TsRR-2 should jam 
not only RBW test transmissions at a given frequency, but also regular transmissions at a frequency of 612 kHz, and 
even the frequency of 9710 kHz, which is used by Lithuanian Radio. In the end, he added that he would do everything in 
his power to disrupt the RBV plans.
On 07/07/2002, in his second message, the same employee of TsRR-2 specified his actions: "if we can not jam your test 
transmissions officially, then I will personally try to rent our 1386 kHz transmitter for the duration of your test 
transmissions to jam them."
07/03/2002 it was noticed that TsRR-2 turns off the transmitter at a frequency of 1386 kHz not at 21:00, as usual, but at 
22:00 GMT; An additional hour of broadcasting consists of programs from the Moscow radio program Sodruzhestvo. 
Since the RBV intended to broadcast even after the end of the Russian program (in order to avoid mutual interference), 
the extension of this program itself is essentially the embodiment of threats to "disrupt the RBV plans". Russia responded 
to the appeal of the Lithuanian side to stop illegal actions on the air by expanding such actions, thereby demonstrating its 
attitude to the small neighboring countries.

observing the channel 1350 MW. As of 1930 there is a program from TWR 
from Armenia in Hebrew and Persian, I think. After 1930 sometimes

** ARMENIA. 7475, Sept 27 at 2359. JBA carrier from presumed special 
broadcast of Christie`s soundtrack simulcast with her RCI film 
`Spectres of Shortwave` showing in Winnipeg; even less than that a few 
minutes later Sept 28. This was aimed at Africa and reported well 
heard into South America (Glenn Hauser, OK, DX LISTENING DIGEST) 
 
Very poor to non-existent here in NB. Would have thought it would have 
done a bit better into NB. At sign-on, I could hear a bit of audio but 
just barely. Could tell it was the RCI ID and Amanda giving her 
introduction but then the signal faded into oblivion. I had some audio 
at a poor level about 25 minutes before the scheduled start of the 
Armenian transmission in what seemed like an oriental language. And 
then a 1 kHz tone starting around 2350. The tone disappeared about 10 
minutes later. Thinking this might be a heterodyne rather than a test 
tone, I checked Dan Ferguson's schedule file and, sure enough, it 
appears I was hearing Voice of Tibet on 7476 kHz from Tajikistan 
initially. It's scheduled from 2330 to 2400. And checking the U. 
Twente SDR receiver from time to time, there was only ever a faint 
carrier on the waterfall (-- Richard Langley, Sept 28, WOR iog via

** KAZAKHSTAN. In Alma-Ata, one of the bus stops will be renamed in 
honor of the radio station "Cossack Radios" ("Kazakh Radio"). At the 
bus stop there will be live broadcasting of this radio station, 
Bnews.kz reports. The name "Cossack Radios" will receive a public 
transport stop located next to the building of radio and television on 
Zheltoksan street, 175. The idea of renaming was expressed at the 
radio station, the akimat (administration) of Alma-Ata supported it. 
Currently, technical issues are being addressed to start broadcasting.  
 
At the beginning of this year, residents of the village of Zhympita, 
the district center of Syrym district of the West Kazakhstan region, 
had the opportunity to listen to the broadcasts of Kazakh Radio 
directly on the streets, where the local akimat repaired old radio 
sets hanging on poles. Kazakh Radio or Cossack Radios is a state-owned 
information and entertainment radio station. It was launched in

** UKRAINE. Ukrtelecom Telecommunications Company intends to stop 
providing services for connecting wired radio to its home radio point 
from January 1, 2020. This is discussed in the company's report, 
Ukrainian News reports. "In Ukraine, the number of users of the 
outdated wire broadcasting service is rapidly decreasing. This summer 
there are 350 thousand of them left. Every month, more than 10 
thousand subscribers refuse the service," it says. At the same time, 
existing service subscribers will continue to use wired radio on 
existing conditions. Ukrtelecom continues to support a wire 
broadcasting network in those regions where there are users, but there 
is no demand for new connections. "Statistics show that the 
abandonment of wired radio is a global trend. In recent years, wired 
broadcasting has been steadily supplanted by new progressive digital 
means of transmitting information, such as social networks, IP-radio, 
free broadcast radio and others," the company emphasizes.  
 
According to the report, the wired radio service is disadvantageous 
and inconvenient due to its obsolescence. "In recent years, Ukrtelecom 
has been implementing a number of projects to develop telecom 
infrastructure, connecting settlements to the Internet. Each year, the 
operator builds more than 3,000 kilometers of optics, offering 
high-speed Internet and making it possible to use modern interactive 
television," it was informed. Now the operator is engaged in 
connecting to the optics of almost 300 small towns and villages. As 
Ukrainian News reported, Ukrtelecom is ready to invest 2.8 billion 
hryvnias for connecting villages to the Internet. In March, the court

ARMENIA / SWITZERLAND The Armenian Public Radio and the Swiss Embassy
in Armenia signed a summary of the technical cooperation program.

As "Armenpress" reports, the document was signed by the Executive Director
of Public Radio Garegin Khumaryan and the Swiss Ambassador to Armenia
Stefano Lazzarotto. "We have a small miracle. Public Radio has a fantastic
archive in which we store almost everything from the 30s. Over the past
five years, the archive has been digitized and cleared, the issue of
modern sounding has been resolved," said Garegin Khumaryan, saying that
now the process of digitization will go faster.

Within the framework of the program, specialists from Switzerland adjusted
and repaired the tape players of the world-famous Swiss brand Studer, used
by Public Radio. They are used to digitize radio broadcasts.

Studer players are the best in the world. But since they are no longer
manufactured, their maintenance has become too complicated. And Public
Radio has 6 such players, of which only three worked. Thanks to the
efforts of Swiss specialists, all six are currently in perfect condition.

The implementation of the program with the financial assistance of the
Embassy of Switzerland could not have been imagined without a large
donation by Susan Rybicki Varga, made in memory of his father, the famous
violinist, conductor Tibor Varg.

"Glad to cooperate. I am a music lover, it comes from my heart," said
Ambassador Lazzarotto, emphasizing that the governments of Switzerland and
Armenia have good opportunities for cooperation in various fields. He
considers this a small occasion to make any contribution to another area.

He added: "One thing is a short-term program, and another is a long-term
one. This is a program for years."

The Public Radio Archive contains about 100,000 copyright, music, literary
and artistic programs, radio shows, lasting more than 150,000 hours. The
fund has preserved records not only in Armenian, Russian, but also in
Kurdish, Yezidi, Azerbaijani, Arabic, songs, music, cultural, children's
programs, radio programs, performances of great Armenians, interviews and
other archival materials.

St. Petersburg and stops broadcasting on medium waves 1035 kHz in Tartu
Estonia. Broadcasting is done through an antenna installed in Estonia.

Where is Ely Family Radio broadcasting?

the clock in in three directions: on medium waves 1035 kHz, on ultrashort
in Estonia and in the Internet. The radius of broadcasting medium waves
from 500 to 2000 km, which allows reach the Baltic states, the north-west
of Russia, the entire territory of Belarus and the north part of Ukraine.
Thanks to ultrashort waves, the Russian language is covered region of

What are the funds required and how much?
Eli Family Radio Service is a comprehensive work that involves high costs.
Every year, about 10 thousand euros are required to pay broadcast
licenses. More than 50 thousand euros a year is spent on maintenance
transmitter and antennas for medium wave broadcasting. Besides, funds are
spent on the work of studios, technical equipment, transportation costs
and labor costs. The main source of income remains donations from
listeners, private individuals, churches and organizations.

In connection with the cessation of broadcasting of Transmire Radio on
medium waves and their share in the total budget, which is 1/3 of all
income, to us 7 thousand euros per month is missing (85 thousand euros per

broadcast schedule. There are changes in it compared to last year's winter schedule: the frequency of 1170 kHz in the 
medium wave range, designed for the Far East, is added.
So, from 1:00 GMT on October 27, our watch programs in Russian will be broadcast daily from 12 to 13 hours GMT at a 
frequency of 1170 kHz, from 13 to 14 hours GMT at a frequency of 9645 kHz and from 18 to 19 hours GMT at a 
frequency of 6040 kHz. 30-minute broadcasts can still be heard via satellite and on the Internet at the World Radio 
Network website at www.wrn.ru at 17:30, 20:00, 01:00, 6:00, 9:30 and 14:00 GMT. You can also receive our programs 
from the homepage of KBS World Radio on the Internet on the Win.K11 channel: hourly - from 18:00 to 19:00, 30-minute 
- from 22:30 to 23:00, from 9:00 to 9 : 30, from 10:30 to 11:00, from 13:00 to 13:30 GMT. Reception of the hourly 
transmission of the corresponding day is available from our website on the Internet around the clock on the Win.K24 
channel. The transmission is updated daily at 11 a.m. GMT.

Closed Joint-Stock Company Channel 8, was registered as a mass media on August 19, 1996. The channel was the 
second after "Belarus 1", which was registered as a local media broadcasting its programs in Minsk.
The first broadcast took place on October 3, 1996. Over the entire period of existence, the concept of broadcasting has 
not changed - the channel positions itself as a family entertainment.
In 2001, Channel 8 created its own broadcasting center. The transmitter, transmitting antenna and mast are owned by 
the company. Since the end of December 2001, the channel has also been broadcasting on the 11-meter channel.
At present, Channel 8 broadcasts from 7-00 to 00:00 on weekdays and from 9:00 to 0:00 on weekends. The TV 
company CJSC Channel 8 produces documentary programs, presentation videos, reports, commercials for its own 
broadcasting and for other television channels.
The "Eighth Channel" is broadcast in the basic analog and digital packages of all the major cable operators in the 
Republic of Belarus, with IPTV operators and DVB-T2 digital broadcasting operators.
The basis of television programs are self-produced programs, films, documentary cycles, and art series for children and

I took their program on September 30, 2019 in Ulan-Ude at a frequency of 12085 kHz. Most likely the antenna is directed 
to the southwest and the signal quality of their broadcast in the capital of Buryatia leaves much to be desired, although 
the transmitter is not so far.
QSL-card received on October 18, 2019. The postcard depicts Genghis Khan.

In 1979, after the overthrow of the Polpot regime of genocide, the government
Cambodia invited Radio  to send a delegation of technicians and
radio editors to assist in rebuilding a radio station in
Phnom Penh.
40 years ago, the first delegation of technicians and editors of Radio  led by Huin Ngok Anom went to Cambodia to provide
help radio station Cambodia. According to Dao Tien Ngo - one of the members
delegations, they had to work around the clock in order to study
broadcasting system of the Phnom Penh radio station and then Vietnamese
specialists started technical training for this
radio stations. Dao Tien Ngo recalls: .
Nguyen Van Khiem - former employee of the French edition of the Foreign Broadcasting Service,
one of the members of the delegation of Radio , who worked in Cambodia
from 1980 to 1984, recalls: .
